-Joel Lesser, Westbury President introduction:
New residents were welcomed
Meeting agenda introduced
-Discussed 2009 Community improvements. Among them:
Street Sign Posts Finished
Keep Alive 25 signage installed (thanks to Jeff St Amand who headed up that project)
Moved pool water inlet to save $ on water bill so we are not charged for sewer on pool water
Maintained pool pumps
Repaired Guard house
Cleaned the right frontage common area in front of the neighborhood
Added street light to the pool/tennis parking lot, at the student bus pick up area
Repaired Playset
Cleaned up Sheringham Forest common area
-Planned improvements for 2010
Repair pool house (some minor rotting wood nothing major)
Keep an eye on the pool surface (needs replacement sometime in the next couple of years)
Patch tennis court cracks
Replace pool house roof (insurance company approved our hail damage claim).
-Roger talked about Storm Drain Marker Project
Goal is to remind residents to watch what goes into storm drains, since it affect streams, river, and lake life downstream.
-Kirt Zakers ARC Report
Last year, about 60 violations were issued (mostly lawn care violations)
Over 50 ARC applications were approved (including roof replacements, sun room addition, exterior house painting, etc...)
1 ARC application was denied
Regarding roof replacements:
If roof color/appearance is not changing, an ARC application is not necessary
- Check with home owners insurance before replacing roof. It may take a couple of tries before getting approved.
- To be on the safe side, always submit an application on the ARC before replacing roof.
- If not replacing roof, residents should inspect their roof for "black streaks"
- The ARC recommends cleaning up roof or replacing roof to take care of "black streaks" because of poor appearance and lack of curb appeal.

Items discussed included current P&L status and individual expense items
2009 budget is ON BUDGET.
We also saved about $7,000 to go towards future maintenance (pool resurfacing and play area maintenance or replacement).
Total savings is expected to be about $17,000 by years end.
A question was raised regarding the Landscape yearly contract. Residents expressed the desire for bidding out the contract to different companies next year. The board will discuss this issue in the January board meeting.
2010 Budget was reviewed
Assessments were mentioned in the survey in order to determine the association's priorities in the event that we would have to raise funds to take care of upcoming maintenance tasks.
There are no immediate discussions or plans among the Board to increase dues in 2010. There are no special assessments being planned or discussed at this time. The board reminds residents this is subject to change based on unforeseen events or related emergencies.
-We need volunteers to chair the Social Committee. Tammy Adler stepped down from the Social Committee chair this year.
Board of Director status:
Jeff St. Amand resigned after serving one year.
Don Sadler's term ends this year.
Joel Lesser nominated himself for re election.
Whadzen Carrasquillo and Roger Borrello are midway through their terms
Joel opened up the floor for nominations, but there were none.
No vote required since no nominations were offered.
The board will stay with 3 active members.
Westbury's bylaws allows the BOD to appoint additional board members if they
wish.
Q&A and comments:
-Consideration should be given to adding an additional street light on the walking sidewalk towards the Tennis court. The Board will research this in 2010.
-Discussed the reason for not having sidewalks in front of the neighborhood. Because the county decided not to. Board will research although we suspect the city and/or county will be reluctant to install sidewalks until GA120 is widened in coming years.
-Due to the high cost involved, we are trying to get one (maybe two) more years out of the pool surface. Board will monitor closely.
-Speeding continues to be a chronic problem in Westbury. The JCPD has been alerted and they have stepped up patrols in the community. We will call them in periodically to step up patrols. Please slow down! Residents can report license plates of habitual speeders to the JCPD for their records.
-Someone asked if there are still encroachments to Westbury common property at
Johns Creek. At this time the Board is not aware of any current
encroachments. The Board will continue to monitor the homes that were encroaching (in the past) on the Westbury Forest Sheringham common area.
-The downed tree behind 530 Sheringham Ln will be planned for removal in 2010.
-Discussed offering Abbott's Chase residents a chance to join our pool/tennis community. Joel has placed fliers in the past. No response at this time.
